Required technical equipment of yacht

(Pursuant to Decree č.315 / 2000 Coll., as amended)

 

The Ministry of Transport and Communications hereby lays down the following pursuant to Section 85 para 1 of Act No. 61/2000 Coll. on maritime navigation (henceforth the "Act") executing section 13 para 3 and Section 49 para 5 of the Act:

 

Section 1 - Subject of the regulation:

This Decree stipulates the following:

  1. the required technical and rescue equipment of an sea yacht for sea navigation,
  2. the specification of the permitted sailing areas for a sea yacht including the specification of a minimum distance that the sea yacht must keep from the mainland or shore,
  3. the particulars regarding the method of demonstrating experience, the board of examiners and the examination procedures,
  4. the applicant qualification requirements,
  5. the types, samples, validity and the scope of authorisation of certificates of competence to operate sea yachts and conditions for their issue,
  6. the validity of certificates of competence issued in the past.

 

PART ONE
PERMITTED SAILING AREAS FOR SEA YACHTS AND THE REQUIRED TECHNICAL AND RESCUE EQUIPMENT FOR ASEA YACHT

CHAPTER I
SPECIFICATION OF PERMITTED SAILING AREAS FOR SEA YACHTS

 

Section 2

The following permitted sailing areas (henceforth the "sailing areas") are being specified for sea yachts:

  1. sailing area I represents unlimited yacht's operation,
  2. sailing area II represents limited yacht's operation not exceeding 200 nautical miles from the mainland or shore coastline stipulated at medium tide (henceforth the "coastline").
  3. sailing area III represents limited yacht's operation not exceeding 20 nautical miles from the coastline,
  4. sailing area IV represents limited yacht's operation not exceeding 3 nautical miles from the coastline,
  5. sailing area V represents limited yacht's operation not exceeding 0.75 nautical miles from the coastline.

 

CHAPTER II
REQUIRED TECHNICAL AND RESCUE EQUIPMENT FOR YACHTS OPERATING AT SEA

 

Section 3 - Required technical equipment

  1. The required technical equipment for yachts operating at sea includes:
    1. signalling equipment,
    2. fire fighting equipment,
    3. navigation equipment,
    4. radio equipment,
    5. deck equipment.
  2. The technical equipment under para 1 must be in a condition suitable for the specified use and must comply with the international agreements the Czech Republic is party to and published in the Collection of Laws, (henceforth the "international agreements the Czech Republic is party to"). 1

Section 4 - Signallig equipment

The yacht must be equipped with

  1. navigation lights,
  2. day-light signs,
  3. sound signalling equipment,
  4. pyrotechnical equipment indicating the expiration date and consisting of a minimum of 6 red flares and one orange-coloured smoking signal for sailing areas I and II; and a minimum of 3 red flares for sailing areas III, IV and V,
  5. a waterproof electrical torch with a capacity to signal the Morse code, a spare bulb and a set of spare batteries in a waterproof package,
  6. a flash light appropriate for use during manoeuvring and rescue actions,
  7. a radar reflector.

 

Section 5 - Fire equipment

  1. The yacht must be equipped with
    1. a portable fire extinguisher ready for action and mounted in suitable holders; its filling weight must be at least 2 kg but not exceeding 6 kg,
    2. a fire bucket with a volume of 5 - 10 litres with an attached rope allowing for dipping into the sea,
    3. a fire axe.
  2. A yacht not equipped with a built-in engine with a total length in excess of 12 metres must carry two portable fire extinguishers meeting the requirements specified under para 1 letter a).
  3. A yacht equipped with a built-in engine must carry additional portable fire extinguishers with filling weight stipulated in Attachment No. 1.
  4. A yacht with a total length in excess of 12 metres must carry two fire buckets meeting the requirements specified under para 1 letter b).

 

Section 6 - Navigation equipment

  1. The yacht must be equipped with
    1. a lighted magnetic compass including the compass deflection table and located in a place well visible from the steersman's place,
    2. a telescope,
    3. sea charts and publications relevant to the yacht's sailing area and including all valid amendments.
  2. A yacht with the approved seaworthiness for sailing areas I or II must carry:
    1. an optical direction-finder or a manual compass,
    2. a chronometer or an exact clock,
    3. astronavigation tables for determining the yacht's geographic location,
    4. a stop-watch,
    5. a speedometer,
    6. a sextant,
    7. an aneroid,
    8. aids for working with chart.
  3. A yacht with the approved seaworthiness for sailing area III must carry an optical direction-finder or a manual compass.

 

Section 7 - Radio equipment

  1. The yacht must be equipped with a radio-telephone allowing for high-frequency-wave connection.
  2. A yacht with the approved seaworthiness for sailing areas I or II must carry a radio receiver capable of receiving information on sailing safety and an emergency radio-buoy indicating the yacht's position in the world-wide nautical emergency and security system (COSPAS-SARSAT, GMDSS).
  3. A yacht with the approved seaworthiness for sailing area III must carry a radio receiver capable of receiving information on sailing safety.

 

Section 8 - Board equipment

  1. The yacht must be equipped with
    1. an anchor armature,
    2. two poles with crooks,
    3. two mooring ropes,
    4. fixed ropes fastened to the hull in such a manner that they can be quickly released by hand, knife or scissors,
    5. two buffers, one on each side of the yacht,
    6. a hand water pump,
    7. a towing hawser with a minimum length equalling a double of the yacht's length,
    8. a throwing rope,
    9. a security rope on both sides of the yacht,
    10. a first aid medical kit in a waterproof package,
    11. spare parts for repairs,
    12. a set of basic tools,
    13. containers for garbage sorting.
  2. The garbage disposal guide for yachts at sea must be displayed in a well-accessible place on the yacht. S specimen guide is included in Attachment 2.

 

Section 9 - Required rescue equipment

  1. The yacht must be equipped with
    1. 2 life-buyos or life-belts carrying the name of the yacht and its registry port, located on both sides of the yacht and secured in an easily accessible and easily undoable manner,
    2. life-vests in a number commensurate with the number of persons onboard the yacht at sea.
  2. One life-buoy or life-belt must be affixed to a floating lifeline with a minimum length of 20 metres. The second life-buoy or life-belt must be equipped with a self-igniting light or a combined light & smoke buoy.
  3. A yacht with the approved seaworthiness for sailing area I or II must carry a life raft capable of carrying the number of persons specified in its registry sheet.
  4. A yacht with the approved seaworthiness for sailing areas III or IV must carry a life boat with uplift chambers, capable of carrying the number of persons specified in the registry sheet even when fully flooded with water.
  5. A yacht with the approved seaworthiness for sailing areas I, II, III and IV must carry life-belts with rope. The number of life-belts for sailing areas I, II or III must be commensurate with one half of the persons on board the yacht at sea.
  6. The required rescue equipment must be in a condition suitable for the specified use and must comply with international agreements the Czech Republic is party to.
